Holland wasn’t taken seriously at first. However, his concept gained more significance after Wyandotte County came in last in a 2009 report on health rankings, and the Board of Commissioners eventually enacted the Complete Streets Resolution in 2011.

This resolution would treat all users of the road equally and not just concentrate on vehicles.

Holland resigned from his position as commissioner to run for mayor in 2013, and he was successful. His tenure as mayor, as previously mentioned, was a great success.
