Barkley, who began his career at Everton and has 33 caps for England, played a key role for Luton in the previous season, featuring in 32 league games despite their relegation.
His strong displays at Luton have earned him a move back to the Premier League with Aston Villa, who finished fourth last season and will compete in the Champions League.
Luton manager Rob Edwards thanked Barkley for his contributions, acknowledging the bond he formed with the fans during his time at the club.
Edwards believes Barkley’s transfer to Villa will boost his chances of an England team recall, as the midfielder’s last international appearance was in 2019.
Barkley’s arrival at Villa Park coincides with the signings of Samuel Iling-Junior and Enzo Barrenechea from Juventus, as well as the acquisition of Chelsea left-back Ian Maatsen for £35m.
Villa has also secured striker Lewis Dobbin from Everton. With a reinforced squad and the addition of an experienced midfielder like Barkley, Aston Villa aims to build on their impressive fourth-place finish last season and make an impact in the Champions League.
