After 22 years, the Maine Office of Chief Medical Examiner has successfully identified the partially skeletonized remains of a man who was discovered in the Atlantic Ocean, 27 miles off the coast of Maine, near the Grand Manan Banks. The remains have been identified as those of Mr. Philip Kahn.

Mr. Kahn, who was 84 at the time, took a flight from Las Vegas, Nevada, to New York City in July 2000. It’s unknown how or why that occurred, but he’s still off the coast of Maine.

After the remains were found in 2000, the OCME conducted an autopsy and gathered DNA and fingerprints. The fingerprints were sent to the FBI, but no matches were discovered.

The DNA sample was sent to the FBI’s Combined DNA Index. There was, however, no match. In order to analyze the DNA and attempt forensic genealogy, the OCME contracted Parabon Nanolabs in 2019, however, neither effort produced any conclusive evidence.

However, in March 2022, the OCME, the Deceased Persons Identification Services Division, and the Criminal Justice Information Services of the FBI met to review new technology that the FBI had made available. After the OCME transmitted the unidentified person’s fingerprints to DPI Services in May 2022, the FBI was able to match the unidentified person’s prints and dental records to Mr. Kahn, who had been reported missing in Las Vegas in 2000.

The next of kin of Mr. Kahn has been informed of the identification.

A list of the missing and unidentified persons from Maine can be found on the public website namus.gov, which houses the National Missing and Unidentified Persons System.
